Floods minister promoted to Foreign Secretary

MP Philip Hammond has been promoted to Foreign Secretary in David Cameron's Cabinet reshuffle.

The Runnymede and Weybridge MP has been acting as "floods ambassador" as well as being Defence Secretary following the winter floods on the Thames.

But there was speculation at Westminster whether he would be able to continue given the high-profile role of his new post.
